What’s really going on in local government right now? An HR conversation.

At McLean Public we recently brought together a group of HR leaders from across local and government for a roundtable to explore the current transformation agenda and what it means in practice for the sector.

As with many of our conversations across the sector, what stood out immediately was not how different organisations are but how similar the challenges have become. Across the room, there was a clear and consistent message the pressures facing local authorities are being felt at a national level. Financial constraint, workforce challenges and ongoing transformation are no longer isolated issues they form a shared operating environment for HR leaders across the country.

It’s a broader leadership challenge, not just an HR one

One of the strongest themes to emerge was the increasing need for support at the very top of organisations. As expectations on Chief Executives and Elected Members continue to evolve, so does the complexity of their roles. Many attendees spoke about the importance of coaching and development not as a “nice to have” but as a critical enabler of organisational success. There was a clear recognition that transformation cannot be delivered without aligned, supported and effective leadership.  

Investing in people, regardless of the circumstances

Despite the financial challenges, there was an encouraging and consistent commitment to investing in people. Many around the table spoke about the importance of continuing to train, develop and retain their workforce even in the face of significant budget constraints.

There was a strong sense of personal responsibility among HR leaders to keep developing colleagues as the sector continues to evolve. While portfolios are becoming increasingly stretched, the time and investment made now is seen as critical in preparing and equipping the workforce for what lies ahead. There was a clear recognition that without sustained investment in people, meaningful and lasting transformation simply isn’t possible.

The value of collaboration

Another consistent theme was the importance of collaboration. In an environment defined by uncertainty not just for HR, but across all service areas the opportunity to connect with peers, share challenges and exchange ideas was seen as increasingly valuable. Smart HR leaders are looking beyond their own organisations, building networks and drawing on collective experience to navigate a rapidly evolving landscape.

Navigating ongoing uncertainty

Uncertainty remains a defining feature of the sector. However, what really matters is how uncertainty is being managed. HR leaders are operating not just as functional specialists, but as strategic partners helping their organisations respond to complexity while maintaining focus on workforce stability, culture and long-term capability.

The role of HR in local government continues to evolve and with it and the challenges facing the sector are unlikely to ease in the short term, but what was clear is that HR leaders are not only responding to change they are playing a central role in shaping how organisations navigate it.
