Main purpose of job:

The purpose of the role is to effectively:

•Lead the Council’s Resident Services Directorate working closely with elected members, colleagues, external stakeholders and partners to effectively deliver the Council’s priorities for the Borough.

•Drive improvement of these core front facing Council services.

•Contribute to the overall leadership of the Council as a member of the Leadership Team.

Main responsibilities:

1.Provide good advice and support to elected members including supporting effective strategy and policy development, decision making and overview and scrutiny.

2.To be accountable to the Deputy Chief Executive for the effective delivery, performance and continuous improvement of a portfolio of core front facing council services.  The current portfolio of services comprises:

•Housing and Social Inclusion Services

•Environment and Community Services

•Contracted Services

•Planning Services.

3.Lead the delivery of major change and key programmes and projects effectively.

4.To drive the continued improvement and modernisation of the Council’s core frontline services within the directorate.

5.Contribute effectively to the overall leadership of the Council, working collaboratively with elected members, partners and colleagues to identify and take advantage of opportunities, address challenges and enable the organisation to maximise its positive benefit on its communities.

6.Enable a collaborative and supportive organisational culture which is customer and community focused and whereby the directorate continually looks to improve and become more efficient.

7.To lead on key external partnerships and relationships to advance the council’s interests and deliver on the council’s priorities. 

8.To act as an advocate and ambassador for the council and create and achieve opportunities to enhance the council’s performance, reputation and image externally.

9.To promote, develop and maintain excellent working relationships between elected members and officer and with partners (including residents, other public sector organisations and agencies, government departments, local businesses and the voluntary/community sector).

10.To ensure that service delivery complies with current regulations, accepted professional standards, the council’s policies and procedures and appropriate legislation (including legislation on data protection, equalities, health and safety and safeguarding children and vulnerable adults).

Key tasks:

1.To provide support to the Deputy Chief Executive and the Chief Executive and Council in defining and developing the vision and strategic direction and ensuring that the organisation is well placed to take clear, effective and integrated action to deliver the Council Plan priorities.

2.To develop and support effective and efficient partnerships at all levels, both internal and external.

3.To encourage innovation and challenge within the authority where creative solutions are accepted as usual practice.

4.To ensure the successful delivery of customer focussed services through the effective performance management and monitoring of heads of service and senior managers.

5.To develop and support senior managers across the directorate.

6.To ensure that the council is well placed to respond to all civil emergencies and/or issues which threaten business continuity.

7.To take responsibility for specific corporate objectives and projects as may be determined by the Deputy Chief Executive and Chief Executive.

8.To work in a flexible manner and be willing to undertake any other duties as reasonably requested.
