Portfolio/responsibilities of this roleAs a member of the Council’s Senior Leadership Team to contribute proactively to the collective leadership of the Council, working collaboratively with members, services across the Council, partners and stakeholders to deliver the Council’s objectives and priorities. The role will involve significant partnership working, recognising the cross-cutting nature of the North Paddington Programme and the need to work across all services to achieve improved outcomes across health, early years and education, economy and employment, crime and safety, climate, community and housing, leading the Council’s priority to reduce inequality in the Borough.  To model and embed the Council’s values and behaviours to help build a diverse, inclusive, flexible and agile organisation ready to meet the challenges and opportunities of the future. Provide professional leadership to help build a sustainable and highly effective organisation and develop our reputation as a successful Council delivering great value for its residents.
Specific purpose
Provide outstanding leadership and direction of the North Paddington Programme.
Taking an outcomes-based, data and evidence led approach to the ownership of this multi-faceted, place-based Programme, to drive the sustained reduction of inequality across the Borough.
Lead the collaboration of colleagues and Services across the Council to ensure a ‘One Council’ approach to tackling inequality.
Establish, develop, own and lead a wide network of relationships with Community and delivery partners across North Paddington. Through these relationships ensure and enable true, inclusive, representative co-creation with our residents and community partners, which is demonstrably evidenced in the delivery of the North Paddington Programme outputs and outcomes.
Take proactive ownership of the entire North Paddington delivery portfolio to ensure efficient and effective monitoring and management of: Programme delivery plans
Finance and resource planning
Risk and issue reporting
Change Management
Performance management
Benefits identification and realisation plans
Ensure consistent reporting products and processes are in place at Department, Directorate and Corporate level to enable a well-managed escalation process to the Programme SRO and Corporate Governance partners and to ensure effective risk management.
Lead consistent and continuous impact evaluation to influence, ensure and demonstrate the achievement of agreed outcomes for the North Paddington Programme and the reduction of inequality across the Borough.
Provide strategic leadership for the future of the North Paddington Programme and the wider Council priority to tackle inequality in the Borough.
Think beyond the existing Programme of work to tackle inequality in North Paddington, and across Westminster, by developing and driving plans for sustainable and systemic change in the delivery of Council Services and by sourcing opportunities to maximise sustained private funding and partnership working.
To be fully responsible for managing the revenue, capital and externally funded budgets within remit, ensuring that effective budgetary controls, contributing to the Council’s savings and efficiency plans.

What do we expect this role to achieve?Ownership and strategic leadership of the Council’s North Paddington programme to deliver improved outcomes across health, education, economy and employment, crime and safety, climate, community and housing, supporting the Council’s priority to reduce inequality in the Borough.    
Lead the ongoing development and delivery of an ambitious, sustainable change
Programme for North Paddington, co-created with the Community, developed and delivered with all Council Services, Community Partners and external delivery partners.  
Collaborate across the Council to ensure: A One Council approach
Effective and efficient delivery of the entire portfolio or projects, programmes Improved service delivery for, and ways of working with, the North of the Borough
Coordinated engagement with external delivery partners, residents and community representatives
Coordination and collaboration with other corporate and strategic priorities across the Council
A long term, sustainable vision and plan for tackling inequality in North Paddington and across the Borough  
Represent the Council within the North Paddington Community.
Develop effective, collaborative relationships with all external stakeholders across North Paddington, and beyond to tackle inequality.
Band/Salary range Negotiable depending on experience 113,100 – 139,992
Work style  Agile and flexible working conditions. The postholder will be expected to be primarily based in North Paddington offices.

Proven ability to lead and influence others and ensure effective relationships building, teams building, collaborative stakeholder engagement and excellent communications (written and verbal) to deliver results. 
Good attention to detail and the ability to provide insight through the analysis of complex data sets. Innovative thinker that can demonstrate how a wider perspective has impacted their work.
Proficient in MS Office Excel, Project and PowerPoint. 
Proven ability to manage political and cultural issues and deliver project, programme and change management programmes.
Ability to translate strategic objectives into operational plans.
Ability to deploy advanced interpersonal skills to inspire, motivate, coach and develop team members to high levels of performance.
Excellent performance, financial and budget management skills with the ability to deliver outcomes through creative and efficient working practices.
Strong programme management capability, including risk management and clear exception reporting.
A strong and proven commitment to equality and diversity, both as a leader and a service deliverer, with an ability to demonstrate personal leadership on the importance of diversity.
